We add new cards as soon as they are announced. The requirements for Decode are both the '2+ Effect Monsters' and its Link rating of 3.
So you need to have a Link material sum of 3 (Link monsters have a specific Link number and can count as that many materials), and the materials need to be 2 or more Effect monsters.
